 Rada introduces 75-percent Ukrainian language quota for TV channels. VIDEO

The Verkhovna Rada of Ukraine has approved bill No.5313 which provides for obliging the national TV channels to broadcast 75 percent of all airtime in the state language.

As reported by the parliamentary correspondent for Censor.NET, 269 lawmakers supported the bill.

According to the law, the movies and news in the state language must constitute not less than 75 percent of the total weekly airtime of broadcasting companies.

This quota is 50 percent for the local TV channels.

Soviet era movies and TV shows produced not in the state language must have Ukrainian subtitles.

Quotas do not apply to foreign broadcasters, TV companies demonstrating scientific and educational shows in the official languages of the European Union, TV companies that also exercise radio broadcasting, TV channels which educational shows are solely aimed at studying foreign languages.

A TV show is considered to be in Ukrainian, if all the speeches (remarks) of its hosts and participants are in Ukrainian. Milder requirements will be applied to shows televised live as only their hosts will have to speak Ukrainian. Other languages can be used without dubbing and translation in spot broadcasts, comments of the show guests, music videos.

In extraordinary circumstances, by a written agreement with the Secretary of the National Security and Defense Council, TV shows in foreign languages are included in quotas if they are aimed at neutralizing threats to national security interests in freedom of speech.

Non-compliance with quotas will be fined by a penalty amounting 5 percent of a TV channel's license charge.

A transition period is envisaged for TV and radio companies during the first year. It provides for including the shows that were completely or partly created or financed by a TV channel in the Ukrainian-language quota.
