The opening ceremony was dedicated to 100th anniversary of the Ukrainian revolution. The monument is located near the regional radio building, which hosted the ministry of post and telegraph of the Ukrainian People's Republic 100 years ago.
The monument is made of bronze, featuring Petliura sitting on a bench and holding a map of Ukraine in his hands. The map has two marks on it: of Vinnytsia as temporary capital of Ukraine and Kyiv as the capital of the state, seized by the Soviets.
The monument was authored by Volodymyr, Roman, and Andrii Ovrakh.
