The Cherkasy city council was thronged with unknown masked men as the lawmakers were voting for the budget. The deputies were not allowed to leave the session hall until they adopt the draft budget.

As reported by Censor.NET, the statement published on the city council's website said the masked individuals who attended the session were alleged combat veterans of the anti-terrorist operation (ATO) ongoing in the country’s east.

"The document was endorsed by the city council on Jan. 29 after four tries. It was supported by 22 local deputies, 12 abstained, and one voted against. They adopted the draft budget that was previously agreed by the executive committee and amended by the standing committees,” the statement reads. The unknown individuals who were present at the session hall were referred to as ATO veterans in the same statement.

A representative of the regional trade union federation took the floor at the beginning of the session. He recalled that Cherkasy was the only city which budget had not been adopted so far (it should have been enacted before Dec. 25, 2017) and called for its immediate consideration. He said that the document could be later corrected if necessary.

Chairman of the Cherkasy region’s Coordinating Council of the ATO veterans Oleksandr Tykhonov stressed that the lack of progress in the budget consideration could led to an economic plunge.
