OSCE confirmed 400 killed and wounded civilians in Donbas in 2017, - Hug


Deputy Chief Monitor of the Special Monitoring Mission (SMM) of OSCE in Ukraine Alexander Hug said the Organization's monitors confirmed 400 casualties among civilians in the Donbas this year.

Hug told a briefing in occupied Donetsk, Censor.NET reports citing UNIAN.

The cases of cease-fire violations persist, and they are documented by the Mission, Hug said. There were days when up to a thousand cases were recorded by SMM monitors, he said. On other days the number of case-fire violations would decrease twofold. Unfortunately, Hug said, continuing combat leads to civilian casualties. Between Jan. 1, 2017 and Oct. 12, 2017 the number of civilian casualties reached 400, he added.

The deputy chief monitor did not say how many of these people were killed and how many were wounded.

He said it is by 15 percent more than during the same period of the previous year.

In summer, Hug said, the number of cease-fire violations decreased, and the same was true for civilian casualties. So the correlation between cease-fire violations and civilians is recorded and can be confirmed by the Mission, Hug said.

The monitor reminded that the reason for cease-fire violations is deployment of heavy weapons in the areas from which they should be withdrawn, as well as by close deployment of weapon to the contact line by the parties.
