The oligarchs cannot be more powerful today than they were three years ago, but still, they resist the reform process daily, Mingarelli says. They try to undermine it in all sectors. Every time a reform decision is made, they attempt to sterilize it in several weeks, the official told a press conference in Kyiv on Tuesday.

The diplomat said that the cases of resistance to changes in Ukraine are not isolated. He says he sees daily struggle between the reform makers in the government and civil society on one side and those who try to preserve their status quo on the other. Mingarelli says this struggle is far from being over in Ukraine.
