I was tortured for refusal to fulfill direct orders, - former head of Election Committee in self-styled "Donetsk People's Republic" Lyagin

Former head of the so-called "Central Election Committee" of self-proclaimed "DPR" Roman Lyagin said all "DPR" leadership appointments are being agreed with Russian President Putin's aide Vladislav Surkov, who is deemed by media to be the curator for the occupied territories of Ukraine.

Lyagin wrote on his Facebook page commenting on a statement made by another former top-official of "DPR" Alexey Alexandrov, the organizer of the illegal referendum in the "DPR" on May 11, 2014, Censor.NET reports.

When asked why current "DPR" leader Zakharchenko rose to power in the self-styled republic, Alexandrov said the question should be readdressed to Putin and Surkov and that he had been only fulfilling orders by the Russian leaders three years ago.

Former "CEC" of "DPR" head Lyagin, in his turn, said that all "appointments" in the occupied areas were agreed with Putin's aide Surkov. In addition, Lyagin said he had been tortured for refusal to to fulfill direct orders. Even now, living in Russia, he does "not feel safe."

"I confirm that all top leaders of "DPR", including the "head," the "ministers," "deputies," and "representatives of "DPR/LPR" in Minsk were agreed and actually appointed by V.Surkov. On April 12, 2016, I, as the "head" of the "CEC" of the "DPR," was tortured in the "DPR" "Administration," in the presence of Maxim Borisovich Polyakov, member of Russia's Presidential Administration. In his presence, I wrote a suicidal note in exchange for my family's safety and quick death. The note read I was blaming Khodakovsky A.S. for my death. Due to media attention, I was released and left for the Russian Federation, where I do not feel safe," Lyagin said.
