Russian FM Lavrov blames Ukraine’s NSDC secretary for disrupting Minsk accords

Russian Foreign Minister Sergey Lavrov said Saturday that the statement on the advance of the Ukrainian troops in the country’s east made by Secretary of the National Security and Defense Council of Ukraine Oleksandr Turchynov indicates Kyiv's reluctance to fulfill the key entries of the Minsk agreements.

Turchynov earlier said in an interview with the BBC that "our task is to move east, meter by meter, kilometer by kilometer, minimizing our losses."

"This is not the first such statement. Before Mr. Turchynov, the same threatening, belligerent rhetoric was constantly coming from President Poroshenko, Parubii, and other public figures. This means that the Ukrainian leadership is reluctant to implement the Minsk agreements even in the part concerning security issues. It's the security issues that Poroshenko officially calls the crucial part of the Minsk agreements and refuses discussing the political process before the security issues are tackled," Lavrov said.

"Turchynov's statements mean that Kyiv refuses to comply with that very part of the Minsk agreements that regards to security which it considers a priority and completely binding for the rest of the agreements' provisions to be also implemented later," the Russian FM said.

"I think everyone has long realized that the Ukrainian authorities are consciously promoting this narrative. This also means that Kyiv has a brazen disregard for its European backers," the Russian diplomat said.
