Monthly recurring fee for gas to make 4.5 million consumers pay extra, social policy minister says

The decision of the National Energy and Utilities Regulatory Commission (NEURC) to impose a recurring fee for gas delivery infrastructure exploitation is ill-considered.

This was stated by the Minister of Social Policy of Ukraine Andrii Reva, Censor.NET reports citing the press service of the ministry.

13 million gas consumers were recorded in Ukraine as of 2016. Reva said they all fall into three categories. The first category of consumers, who use gas for cooking, heating water and homes, amounts to 7.477 million. The second category covers those who use gas for cooking and heating water. It amounts to 1.109 million. The third category includes consumers who use gas solely for cooking. There are 4.467 million of them in Ukraine, which is 35 percent of all consumers.

According to the official, it turns out that those consumers who use gas for multiple needs will pay less for it. The gas price for those who use it for heating water and cooking will remains almost the same. As for those 4.5 million consumers who include people with low incomes and who consume gas just for cooking, the natural gas price will increase.

"The introduction of the new tariff, which is envisaged neither by the law on housing and communal services nor the budget code, entails additional budget expenses, which in turn requires amendments to the state budget. Consequently, we face the situation which does not let us protect people with low incomes for whom the price increase will be significant. Therefore, this decision is unbalanced and ill-considered," the social policy minister summed up.
