SBU disclosed mechanism of financing of 'LPR' militants by Russian authorities

Security Service of Ukraine (SBU) officers has exposed the mechanism of financing of 'LPR' (so-called 'Luhansk People's Republic') organization by the Russian government.

Censor.NET reports citing the SBU.

The 'LPR' budget provides incoming of more than 11 billion rubles in the first quarter of 2017. The militants' leaders are able to collect only 2 billion. The rest of the amount will be received as the financial assistance from the Russian government.

The so-called 'LPR' People's Council has coordinated the draft budget with the relevant Russian ministries.

A pocket "International Humanitarian Projects Fund" (its president is a citizen of Russia Vladimir Pashkov) was established in order to hide Russian financial assistance and to avoid additional economic sanctions against the Russian Federation.

This fund was registered at the end of 2015. Its founder is the Moscow International Clearing Bank.

The SBU found out that the fund transfers the money to the 'LPR' State Bank via the Russian 'Center for International Settlements' non-profit organization. Thus, the sponsors cover the negative balance of the 'LPR' budget revenues.

In particular, the 'LPR' People's Militia has received more than 820 million rubles, and 'LPR' MGB (militants' security service) has received almost 100 million rubles.

Significant funds are directed to finance propaganda among the population in order to discredit Ukraine.
'LPR' propaganda budget is almost 30 million rubles.
