 “Insane appointments, no progress in corporatization, missed loan of 60M euros, 2B hryvnia damages in lost lawsuits,” - Minister Omelian slams Ukrzaliznytsia ‘achievements’

Ministry of Infrastructure of Ukraine Volodymyr Omelian continued sharply criticizing management of Ukrzaliznytsia and the government for moving Ukrainian Railroad under the jurisdiction of the Cabinet.

As reported by Censor.NET correspondent, Omelian filed evidence of abuse in Ukrzaliznytsia subsidiaries to Prime Minister Volodymyr Hroisman at today's government meeting following the report on Ukrzaliznytsia achievements delivered by the company's CEO Wojciech Balczun.

Omelian stressed that Ukrzaliznytsia started making profit in 2016 not due to reform but thanks to the tariff increase by 15 percent. Besides, the minister slammed appointments to positions in Ukrzaliznytsia.

"As for the appointments, they are insane. Such company can afford hiring the best talent available in the job market. We had some strange security officers, who have later been fired. We witnessed interesting appointment to a position in Strategic Development Department, the competition to which was probably transparently and fairly won by a certain Ms Pushko-Tsybuliak, an ill-famed person from the Luhansk region," the minister said.

Omelian also said that Ukrzaliznytsia lost opportunity to receive a 60 million euro loan from KfW over the company's meaningless actions.

According to the minister, Ukrzaliznytsia also incurred losses worth 2 billion hryvnia (over $71.4 million) in recently lost lawsuits due to the staff incompetence.

Ukrzaliznytsia Head Balczun replied to the minister's comments: "I came here to work according to the standards I got used to. Frankly speaking, I feel uncomfortable communicating with the minister on the daily basis, which does not contribute to reform implementation and does not benefit Ukraine. I am not responsible for all legal actions worth $360 million that we have fallen heir. These cases have already been lost in all instances. We can only salvage the situation where it is still possible."

Earlier, Infrastructure Minister Omelian sharply criticized Ukrzaliznytsia Head Balczun recalling that he was against Balczun's appointment to the post by the Select Committee. Furthermore, the Cabinet of Ministers of Ukraine approved at its extraordinary meeting the new charter of Ukrzaliznytsia PJSC, according to which the Ministry of Infrastructure lost jurisdiction over the company.

Omelian also said that the process of corporatization of Ukrzaliznytsia PJSC had stopped while no efforts to fight against corruption within the company were made. He insisted that the Cabinet's decision to transfer Ukrzaliznytsia under the jurisdiction of the Ministry of Economic Development and Trade should be reviewed.
