"Balczun devotes himself to whatever, not work," - Omelian dissatisfied with pace of railway reform

Minister of Infrastructure of Ukraine Volodymyr Omelian is discontent with the pace of reform of the state-owned company Ukrzaliznytsia (Ukrainian Railways) and the work of its CEO Wojciech Balczun.

He said in an interview with Censor.NET.

"The progress of the railway reform is far from expected. In fact, this is the cause for my public and private discontent with what is happening. Anyway, the problem starts with a manager. That is, a manager must carry out his work," Omelian said.

He said he was displeased over the personnel policy pursued by Balczun. According to Omelian, the Ukrzaliznytsia CEO blames the delay in reform on the complexity of the set tasks.

"His explanations are confused: 'It's hard. It's not simple. It's difficult.' I tell him that independent people may not necessarily be comfortable for the manager but provide a quality product for the company. When they fail on their work, then we can fire them... In the case with Balczun, I see a constant search for some murky political compromises. I believe this stuffing policy and the company's inefficiency are due to the fact that these political compromises do not give a chance for the reform. Because political compromises have to do with the preservation of corruption flows and a non-transparent management of the company," the minister added.

Asked whether he intends to initiate the dismissal of Balczun, Omelian said: "First of all, I want to have a frank talk with the leadership of the state on the actual results of work... You know, this company is too big. It doesn't sell paper clips or bikes and can't be opened or closed in one day. It is a company that affects directly the economy of Ukraine and forms a large share of country's GDP."
