 No pardon for murderers; those with blood on their hands to answer for their actions sooner or later, - Turchynov

The occupied territories will not receive special status, and the murderers will not be pardoned.

As reported by Censor.NET, Ukraine's National Security and Defense Council Secretary Oleksandr Turchynov said in an interview with Lіga.

"The decentralization process in Ukraine is well underway today. In fact, each region has a special status obtaining sufficient funds to maintain this status. Ukraine's integrity is a firm stance declared in Minsk and confirmed in the parliament. The special status of each region, which guarantees sustainable and dynamic development, is implemented under unitary state rather than a federal one. The Donbas will have no other status. The parliament will also never bring some region's status beyond Ukraine's general decentralization legislation, where every region pays its way without complaining about the need to pay someone else's bills," Turchynov said.

He recalled that only one third of the territory of the Donbas is occupied.

"Some complementary or special status is out of the question with the major part of the region. That's why I am confident that the situation with the powers in the Donetsk and Luhansk regions will not differ from the one in the other regions of Ukraine after de-occupation plan is implemented," the NSDC secretary said.

According to Turchynov, the pardon can only be granted to those Ukrainian citizens who have been working in the quasi agencies of the "DPR" and "LPR" terrorists, "but not to the murderers." "Those with blood on their hands will answer for their actions sooner or later," he stressed.

Turchynov also made it clear that Ukraine would adopt no laws until Russia ceased fire in the Donbas.

"Ukraine fulfills its commitments. But there will be no progress as long as the Russian troops and the Russian-backed terrorists continue attacks on our positions since the cease-fire is the first and fundamental entry of the agreements. Adoption of some laws and holding elections under fire makes no sense. It is just impossible. We observe our part [of the agreements]. We never attack first, open fire in response only. We have withdrawn heavy weapons while the combined Russian and terrorist troops continue using them. So who is the one who does not fulfill its obligations under the agreements?" the NSDC secretary said.
