 Ukraine’s demands in Minsk talks: "DPR"/"LPR" elimination, control over Debaltseve

Darka Olifer, the spokesperson for former Ukrainian President Leonid Kuchma involved in Minsk peace talks on the Donbas, released details of the next round of negotiations and Ukraine’s stance in the talks.

As reported by Censor.NET, she wrote on Facebook.

"We are considering all the agreements reached in Minsk as a single package. The Protocol of Sept. 5, 2014 and Memorandum of Sept. 19, 2014, as well as the package of measures agreed Feb. 12, 2015 are equally important. This stance of Ukraine was voiced at the meeting of Normandy Four leaders (Germany, France, Ukraine, and Russia) in Berlin. We demand all the signatories to fulfill their obligations.

"The demarcation line agreed on Sept. 19, 2014 stipulates that Debaltseve must be controlled by the Ukrainian government, but it was captured by the members of certain areas of the Donetsk and Luhansk regions in violation of the Minsk agreements.

"Implementation of the security measures is the reference point for the entire Minsk process. The sustainable cease-fire and peace are essential conditions that must be fulfilled before making further steps to address the humanitarian, political, and economic issues. A special role should be given to the OSCE. The OSCE armed police mission should gain access to the section of the Ukrainian-Russian border beyond control of the Ukrainian government.

"The monitoring and verification of the Russian-Ukrainian border by the OSCE is stipulated by the Protocol dated Sept. 5, 2014. However, this item has not yet been implemented. Besides, OSCE SMM Chief Monitor Ertugrul Apakan said at today's meeting of the Tripartite Contact Group that the observers' access to the disengagement areas was also denied.

"It is impossible to hold elections in the territory uncontrolled by the Ukrainian authorities with 40,000 strong foreign forces and a vast number of weapons deployed there. Ukraine separately raises the issue on the abolition of fake quasi-public bodies that were created in the certain areas of the Donetsk and Luhansk regions in 2014. The abolition of results of fake elections held Nov. 2, 2014 is meant in particular.

"OSCE Humanitarian Affairs Coordinator Toni Frisch is paying a working visit to the part of Donbas uncontrolled by the Ukrainian government Oct. 26, 2016. He is going to meet with Ukrainian hostages there. The meeting of the humanitarian sub-group was not held today for this reason.

"During the meeting of the Trilateral Contact Group, Leonid Kuchma drew special attention to the need to unblock release of hostages, as well as grant access to certain areas of the Donetsk and Luhansk regions for the members of the International Committee of the Red Cross taking in consideration that the humanitarian issues were an important part of the Normandy Four leaders' meeting in Berlin. The representatives of the ICRC gained no access to the hostages held in certain areas of the Donetsk and Luhansk regions today in violation of these agreements," Olifer wrote.
