Law on decentralization has to be adopted without article on "special status" of Donbas, - speaker Parubii

Speaker of the Verkhovna Rada Andrii Parubii believes that the article on the "special status" of the Donbas has to be withdrawn from the draft law on decentralization and allocated in a separate draft amendment to the Constitution.

Regarding the amendments to the Constitution in terms of decentralization, Parubii noted that they consist of two articles.

"The first one is the decentralization itself, which, in my opinion, is one of the key reforms in Ukraine," he said, giving the example of Poland, where it became the basis for the rest of transformations, allowing reforming all other spheres of life.

The second item, in his opinion, is not directly related to the reform, but features of local government in some areas of the Donetsk and Luhansk regions.

"Unfortunately, not only this option has caused conflicts, but also a public discussion. It is actually this item, on which the implementation of the Minsk agreements by Putin depends, that does not allow to make the key reforms," Parubii said.

This item, according to him, can not now be adopted, as militants continue to increase military activity in the anti-terrorist operation (ATO) area, while "no item, not even a comma, can be changed between the first and the second readings."

Therefore, Parubii believes that it is necessary to remove this item from the text of the bill and allocate it in a separate draft amendment to the Constitution, "and then again, we would need the decision of the Constitutional Court and consideration of it in the first and second readings."

Earlier, Prime Minister Volodymyr Hroisman said that decentralization reform needs a new impulse.

Interior Minister Arsen Avakov urged to separate decentralization and "special status" of Donbas in draft amendment to the Constitution.

Negotiators of the contact group in Minsk signed a document, previously agreed with leaders of the Normandy four, to resolve the situation in the Donbas (the so-called Minsk agreements) Feb. 12, 2015.
