OSCE launched debate on deploying armed police mission in Donbas, - Poroshenko

An armed police mission may be deployed in the occupied areas of the Donbas before the end of 2016.

President of Ukraine Petro Poroshenko said at today's news conference, answering a question about the possibility of holding elections in the occupied territory of the Donbas, Censor.NET reports.

"We all clearly emphasize that the logic of the Minsk agreements dictates that the security component should be implemented first of all, and only then the political component will take effect. The humanitarian component accompanies the entire process. The security component is not just about the cease-fire... Permanent observation posts, which would guarantee the conditions for implementing security arrangements, should be set up along the contact line. Moreover, we should have international forces' checkpoints at weapon storage sites as well as at the uncontrolled section of the Ukrainian-Russian border," he explained.

"Today, we have a serious diplomatic success, because it is not only in the Normandy format that we have agreed on the deployment of this mission but also in Vienna, at the OSCE under Germany's chairmanship, our German partners started a discussion on the deployment of a police mission," the president noted.

"I think that it gives me solid reasons for a cautious optimism and lets me argue that perhaps we will complete this process in 2016. Unfortunately, we have lost three months after the announcement, but the process is quite intense," he stressed.

As previously reported, the security component remains the key issue in the framework of negotiations on stabilization of the situation in the Donbas and implementation of the Minsk agreements. In order for the issue to be resolved, it is suggested that an OSCE armed police mission should be sent to country's east and operate there at least for the time of elections. Sending an OSCE armed mission to the Donbas requires a unanimous decision by 57 member states.
