"It is actually not true, and I would like to reiterate that we have clear records of all phone conversations that contain the consent of the Russian President to deploy the OSCE armed police mission. The only thing I should mention is that the leaders have not actually discussed the details, as it is the experts and professionals who are supposed to do this in order to develop the relevant proposals and submit them for approval by the Normandy Four leaders," Yelisieiev said.

According to him, certain agreements were reached in the course of the most recent telephone conversation in the Normandy format on the night of May 23. Unfortunately, these accords were not implemented since Russia had blocked or ignored all the activities scheduled in this context.

"In particular, they refused to travel to Berlin to take part in experts' consultations in the Normandy format aimed at discussion of the political and security components of the settlement of the situation in the Donbas. They were also not ready to discuss the issue of the OSCE armed police mission deployment in the Donbas during consultations in Vienna at the level of the permanent representatives of the Normandy format participants under auspices of the OSCE," Yelisieiev said.
