‘Ivolha’ boat, which flipped over in offshore Odesa region, had all safety regulations violated on it. In particular, there was insufficient number of life-saving equipment for all the passengers.

Governor of the Odesa region Mikheil Saakashvili told Gordon news outlet, Censor.NET reports.

"The boat was 3-4 times overloaded. There was no list of passengers - no one really knew anything. Why? Because any recordings has been made. All the services, which must control the vessels, most likely take bribes turning a blind eye to violations, or else they are too lazy to check them. Anyway, all safety regulations were violated on 'Ivolha'. There was life-saving equipment for only 12 people while there were about 40 of them on board. When they took the sea a storm began - what happened was virtually inevitable," Odesa region head said.

Saakashvili added that the captain of the boat was drunk.

"What else should be said, if the captain of the vessel, who was responsible for everything, was so drunk that he could not sober up until the next morning? What they were doing on board being drunk is another story, which must be investigated," - Saakashvili said.

According to him, it is necessary to change the attitude to safety on board vessels in the Odessa region.

"We need to change everything, because we are going to have twice as many tourists next year and such accidents can occur more frequently," the governor said.
