 Parliament passed bill on special confiscation of property obtained by crime at second attempt

The Verkhovna Rada of Ukraine took the first step to apply the special confiscation to property obtained by crime.

The bill №2541a was approved in principle in the first reading by 229 deputies, Censor.NET correspondent informs.

However, the adoption of this draft law was preceded by certain difficulties. The bill won enough votes only at the second attempt. The speaker Volodymyr Hroisman was forced to convince the MPs that the draft law would be approved in principle and all the comments of the people's deputies would be taken into account during its preparation for the second reading.

It should be noted that the regulation on special confiscation of property from third parties has caused argument. In particular, presenting the bill, Prime Minister Yatseniuk assured that it was developed by the Cabinet together with European experts and was fully compliant with EU directives.

Persuading the MPs on the need to adopt the law, the prime minister noted that its goal was to keep corrupt officials from "hiding their assets with the help of their brothers, in-laws, wives and distant relatives, so that the court had the right to seize property obtained by crime not only from corrupt officials, but also from the third parties, who had hidden it."

The major critics of the bill were made by representatives of the Samopomich faction. The head of the faction Oleh Bereziuk said that the Verkhovna Rada was turning into the legislative body producing papers which no one would pay attention to later. As an example, he listed a number of bills (transfer pricing, tax reform) which had been adopted and were not fulfilled later, according to him.

Bereziuk said that he would support the law "as a symbol" but the lawyers of his faction would not vote for it.

The bill was also criticized by non-affiliated MP Volodymyr Parasiuk.

"Yurii Lutsenko tells us serene ideas, but he is the first lobbyist of the intention to appoint greatest corrupt official of Lviv region Vasyl Pisnyi nicknamed "Antibiotic" the first deputy head of the SBU, because he can solve anything. Do you really want to provide such tools to Vasyl Pisnyi?" Parasiuk resented.
