The Interior Minister considers that the country cannot create professional army under current conditions of mobilization when the draft notices are handed to passers-by just on the streets of Kharkiv or drawing smugglers from Zakarpattia to the colour.
"I consider that the Army should be immediately converted into a professional contract one with reduction of its numerical strength and increase of salaries and allowances for competent soldiers. Order, skill, and motivation overcome the number," the Interior Minister said.
"This approach has future while catching recruits in the streets and trams do not," he added.
The minister is going to appeal to the Supreme Commander with the proposal to urgently implement this approach. Avakov believes that one can only trust motivated professionals who have concluded the contract voluntarily.
The minister is confident that there will be no obstacles in creation of such forces! "We are not rich enough not to have a professional army!" Avakov summed up.
