A joint special operation of the Prosecutor General's Office, the Security Service and the Interior Ministry was held in the Ukrainian Center for Educational Quality Assessment (UCEQA) on Tuesday, July 21. This was announced by the Prosecutor General at a press briefing. According to Viktor Shokin, there is every reason to believe now that the authorities of the Center have abused their positions and committed a number of serious crimes.
"The Prosecutor General's Office initiated criminal proceedings over unauthorized interference and change of data in the register of persons, who have passed the external independent testing, according to the case information provided by the Department of counterintelligence protection of state interests in the field of information security of the SBU under Part 3 of the Article 28, Part 3 of the Article 362, Part 3 of the Article 363, Part 2 of the Article 15, Part 2 of the Article 364 of the Criminal Code of Ukraine. The Interior Ministry is in charge of the pre-trial investigation in this criminal case," the PGO's statement reads.
The investigation reportedly found that UCEQA officials created a settled criminal group for the unauthorized interference in the System of educational quality assessment and Register of persons, who have passed external independent evaluation, to change the information in these databases to the advantage of third parties. These illegal services provided the "customers" advantages in access to higher education, receipt of awards, and government-subsidized tuition, while limiting access to education for the gifted youth.
"Thus, these officials have used an external independent evaluation, which is the main tool in the fight against corruption in education, to create their own corruption mechanism. Computers with the evidence of these illegal activities have been seized in the course of today's searches. The investigation is underway. The decision to remand these persons in custody is currently being decided," the PGO informed.
