 President Poroshenko met with Ukraine's representatives in the Trilateral Contact Group prior to its next meeting

President Petro Poroshenko met with Ukraine’s representative in the Trilateral Contact Group for peaceful settlement of the situation in Donbas Leonid Kuchma and representatives of Ukraine in its working subgroups dealing political, security, social and economic, and humanitarian issues.

The head of state required reasonable explanation of the essence of activities currently carried out in Ukraine, including the launch of the implementation of amendments to the Constitution related to the decentralization, which is the key reform. According to the president, such amendments to the Constitution and the Law on Local Self-Government Aspects in some parts of the Donetsk and Luhansk regions are in full compliance with Ukraine's commitments under the Minsk agreements.

The head of state suggested that the fact that further effective discussion of arranging local elections in some parts of the Donetsk and Luhansk regions would be possible only subject to a clear refusal to arrange fictitious elections on 18 October and 1 November should be the basis point for the subgroup dealing with political issues. According to the president, fictitious elections arranged on 2 November had disrupted the implementation of the Minsk agreements last year.

As for the subgroup dealing with social and economic issues, addressing the issue of water supply recovery is of great importance according to the president. More specifically, there are six water supply systems (four in the Donetsk region and two in the Luhansk region). "Our priority is to make life easier for Ukrainians in the occupied territories, and such systems can be shared further," Petro Poroshenko said.

The president told about his requirement to speed up the establishment of humanitarian and logistics centers falling within the scope of responsibility of the regional governors. In such humanitarian and logistics centers, mobile banking institutions should carry out their activities and people should be able to buy food and drugs at prices lower than those in the occupied territories.

As for the subgroup dealing with humanitarian issues, the immediate release of all hostages remains the number one priority according to the president. Petro Poroshenko said that he had raised the issue of speeding up the release of illegally detained citizens of Ukraine, including Oleh Sentsov and Nadiya Savchenko without any additional prerequisites during his most recent phone conversation in the Normandy format.

The head of state stressed the importance of ensuring free access of the Ukrainian and international humanitarian aid. "Humanitarian aid should reach the destination only through the controlled land border with Ukraine with full customs clearance," Petro Poroshenko said.
The president also noted the feasibility of engaging leading international agencies, including the International Committee of the Red Cross and the UN High Commissioner for Refugees in the activities of mobile groups monitoring humanitarian aid flows. Now, according to the Law, special forces shall have extended rights to control goods, which should be ensured as soon as possible to prevent criminalization of these trade flows.

As for the subgroup dealing with security issues, the president emphasized a significant deterioration in the security situation in recent days as a result of increased intensity of attacks and provocations by illegal armed groups in the so-called "DPR" and "LPR". "Ukraine will insist on ensuring unhindered access of MSF OSCE not only to the buffer zone but also to temporarily uncontrolled areas of Ukrainian-Russian border," the president said. The establishment of a separate, fifth subgroup of the Trilateral Contact Group dealing with the Ukraine-Russia border issues should also be addressed.
