10 deputies voted against the document, 26 abstained from the vote. 52 have not voted at all.

Presenting the document, Poroshenko Bloc faction leader Yurii Lutsenko announced: "This draft stipulates for elections to be held on Oct. 25 this year, except for the occupied territories and territories where Russian-supported mercenaries and Russian occupational forces operate. At the same time, this bill solves the issue with elections at Ukraine-liberated territories. For instance, Shyrokyne village. Can elections be held there? This should be decided by the the Central Elections Commission, which shall present a relevant decision to the Rada. We believe this mechanism enables to hold elections in all locations where standards of fair, transparent, and safe elections are secured."
