The Russian Foreign Ministry noted that the Verkhovna Rada reportedly intends to adopt in the first reading the bill on amendments to the Ukrainian Constitution regarding decentralization submitted by President Petro Poroshenko.

"The draft of constitutional amendments in its present form that was prepared without any consultation with the representatives of the south-east of Ukraine is not the document, which meets the terms of the Minsk Agreements of February 12, 2015. They envisaged the need to 'consider the peculiarities of certain areas of the Donetsk and Luhansk regions agreed with the representatives of these areas'," the document reads.

The Russian authorities complained that Kyiv did not react to the relevant proposals to amend the Constitution of Ukraine prepared and submitted by the 'DPR' and 'LPR'.
