Over 50 pieces of evidence were collected and published as a report titled "Hiding in Plain Sight: Putin's War in Ukraine."

American expert Elliot Higgins noted that open sources were used for data collection and information analysis.

The experts used information from social networks, which are actively used by Russian soldiers to post their pictures with military equipment of Russian army in the background. Fairly often they take such pictures in places where their regiment is allocated at a given moment of time. They also use data from satellite images and Google maps to specify location of Russians in the Donbas.

According to the Atlantic Council, the number of Russian troops on the territory of Ukraine and along its eastern border grows steadily and equals some 50,000 soldiers at the moment, Higgins said.
