He stated that Ukraine needs to do a lot of work since its armed forces require profound changes. Appathurai stated that NATO is ready to help and has already set up trust funds for this purpose. Ukraine needs to carry out more reforms, and it should do it promptly, he said.
He stressed that leaders of the Defense Ministry and the armed forces bear responsibility. "The advice and support which we provide would be more effective if the Defense Ministry and the Army felt like implementing reforms… However, they lack readiness for reforms. I am saying it as is," Appathurai noted.
According to him, the president and the government of Ukraine seek reforms and demonstrate proper political will, but at lower level, Ukrainian entities are being reformed very slowly. "I would not say they do not want reforms, but the pace is too slow," the representative stated and called on the Ukrainian Defense Ministry, Foreign Ministry, and Interior Ministry to conduct painful but necessary changes.
