According to the document dated March 5, district and town civil-military administrations are also to be created. In the Donetsk region - Volnovakha and Mariinka district c-m administrations, with town administration in Avdiivka, Vuhledar and Krasnohorivka in the latter; in the Luhansk region - Novoaidar, Popasna and Stanytsia-Luhansks regional c-m administrations, with local c-m administrations in the villages of Krymske, Triokhizbenka, Kriakivka, Lobachevo, Lopaskyne and Orikhove-Donetske in the Novoaidar district; and in the villages of Novotoshkivska, Zholobok, Troitske and Novozvanivka of the Popasna district.
It has been determined that the Donetsk and Luhansk Regional State Administration shall acquire the status of the Donetsk and Luhansk regional civil-military administrations respectively, and their heads shall acquire the status of leaders of the Donetsk and Luhansk regional c-m administrations respectively. The same applies to lower-level administrations which have been formed.
The Decree instructs the heads of the Donetsk and Luhansk regional administrations to submit proposals on the list of positions that can be replaced by military personnel, persons of ordinary and commanding staff of law enforcement agencies in the newly created civil-military administrations to the head Antiterrorism Center at the Security Service of Ukraine within three days.
The heads of these State Administrations are instructed to submit, together with the head of the Anti-Terrorism Center at the SBU, joint nominations for appointment to the posts of c-m administrations heads of the towns and villages to the Secretary of the National Security and Defense within five days.
The Secretary of the National Security Council should provide preparation for immediate consideration of the appointment of heads of the c-m administrations by the NSDC.
