"Unfortunately, neither the Russian Federation, nor the so-called DPR and LPR observe the agreements," Chalyi said.

As reported, according to the National Security and Defense Council, the Russian military and the terrorists have committed 164 artillery attacks on the Ukrainian forces' positions since the Minsk agreements entered into force (the period between 00:00 a.m. Feb 15, 2015 and 06:00 a.m. Feb. 17, 2015 is meant). The Illegal armed groups are trying to provoke the Ukrainian military to open fire in return to put blame on the Ukrainian side for violation of the truce.
