"We are working on an unconditional implementation of the Minsk memorandum. The first stage is adhering to the silence mode. After Dec. 26, there will be transition to the next stage - the withdrawal of artillery systems of 100 mm caliber and above to a fixed distance. Thus, it will create a 30-kilometer security zone," Rozmaznin said.
According to Rozmaznin's statement published by Ukrainian News, the withdrawal of heavy weapons will be controlled by representatives of the Organization for Security and Cooperation in Europe (OSCE).
Rozmaznin noted that Ukrainian and Russian soldiers, representatives of the Joint Center for cease-fire in the Donbas, together with the OSCE mission and groups placed in the territory of the ATO zones and sectors will assist in patrolling and protocoling violations in the ATO area.
The representative of the General Staff noted that it is necessary for possible prosecution of any of the parties to the conflict in the event of violations of the Minsk memorandum."
