The DPR militants have set Kyiv additional conditions for their participation in the Minsk talks. They demanded to confirm the agenda, one of the points of which is lifting of the economic blockade of the Donbas.

Earlier, the DPR terrorists have also put forward their own terms of negotiations: they wanted the talks to be held Friday, Dec 12, instead of Tuesday, Dec 9. They also advocated the negotiations to be carried out without participation of Western countries, which, in the terrorists' opinion are "sponsors of the Donbas people genocide."
