 Turchynov: Ukrainians Are Free to Visit Parliamentary Sessions


Chairman of the Verkhovna Rada Oleksandr Turchynov approved the procedure of public access to the open sessions of the parliament.

From now on any person is free to attend a meeting of the Verkhovna Rada having previously submitted an electronic application and getting a pass at the relevant plenary day, the Media Law Institute reported to UNIAN, Censor.NET informs.

According to the report, the changes in the Verkhovna Rada Regulations concerning the rights of citizens to attend meetings of the Parliament were introduced yet in March of this year, but the mechanism of this right implementation remained uncertain because there was no special Speaker's decree. It was impossible for the ordinary Ukrainians to get into the Verkhovna Rada in practice.

The Media Law Institute recalled that editor of Dostup do Pravdy, spokesperson of the Centre UA non-governmental organization Alisa Ruban, with the support of the Media Law Institute sued the Verkhovna Rada Speaker with the requirement to provide access to the open parliamentary meetings for the citizens after unsuccessful appeals to the speaker of the parliament to fulfill the requirements of the law.

"Despite the fact that the hearing of this case, which was first appointed on Oct. 28 has been postponed several times (the trial is scheduled for Dec. 10, 2014), the main result of the public struggle has already been reached - Oleksandr Turchynov has finally approved a decree "On right for persons for access to open plenary sessions of the Verkhovna Rada of Ukraine #694, on Oct. 27" - the Media Law Institute informed.

It is noted that the relevant document has not yet been made public on the official website of the Verkhovna Rada, but the Media Law Institute lawyers managed to acquire a scanned copy of the decree in response to their request.

According to Turchynov's decision, free access to the sessions will be granted just from the opening day of the first session of the Verkhovna Rada eighth convocation, the report reads.
