PGO completes investigating case against MP Dobkin

The Prosecutor General's Office completed pretrial investigation into fraud charges brought against former mayor of Kharkiv, incumbent member of Ukrainian parliament Mykhailo Dobkin.

Spokesperson for the Prosecutor General Larysa Sarhan wrote on social media, Censor.NET reports.

Besides Dobkin, similar charges were brought against his ex-deputy - the director of the Department of Urban Development, Architecture and Land Relations; the former head of the Land Relations Department of the Kharkiv City Council; members of the service cooperative and the consumer society.

According to Sarhan, the suspects abused their offices by colluding with a group of individuals, acting on behalf of the founders of the service cooperative and the consumer society in order to misappropriate land plots.

"By so doing the members of the service cooperative and the consumer society, with the complicity of the aforementioned officials of the Kharkiv City Council, have taken possession of the land plots in Kharkiv with a total area of more than 74 hectares," the spokesperson said.

The investigators found that the actions of the ex-officials "caused losses to Kharkiv’s territorial community worth more than 230 million hryvnia (about $8,745,000 at current exchange rate)."

Dobkin and his supposed accomplices are charged with abuse of power and fraud.

The case files have been submitted to their defense for review.

"Hence the requirements of article 290 of the Criminal Procedure Code of Ukraine (submission of case files to the defense - Ed.) have been fulfilled, the indictment against the above-mentioned officials of the Kharkiv City Council, members of the servicing cooperative and the consumer society will be referred to the court for consideration on the merits," Sarhan added.

Earlier, Pechersky district court of Kyiv arrested MP Dobkin for two months with a bail of 50 million hryvnia as an alternative. The MP was subsequently bailed out.

On July 13, the Verkhovna Rada of Ukraine voted in favor of the decision to lift immunity and prosecute Opposition Bloc MP Mykhailo Dobkin. On July 14, Prosecutor General's Office of Ukraine (PGO) served an indictment to Dobkin. He is charged with violations of articles 364 (abuse of office) and 190 (fraud) of the Criminal Code of Ukraine.
