As reported, discussing the draft law On the National Security of Ukraine at the meeting of the National Security and Defense Council, President of Ukraine Petro Poroshenko stressed that this legislation must meet and ensure the reform of Ukraine’s security and defense sector and facilitate the improvement of cooperation with the NATO countries.
"This legislative act must bring the standards of the national security and defense in compliance with the standards of the national security of the European Union," Poroshenko said.
"The draft law is aimed at Ukraine’s membership in both the EU and NATO, which must be an unconditional security guarantee of our state’s sovereignty and territorial integrity," the president said underscoring the significant importance of that issue.
U.S. Defense Secretary James Mattis urged swift action to pass legislation that ensures a solid legal basis for defense reforms in support of a secure and democratic Ukraine.
The law defines and establishes clear lines of authority of the government bodies in terms of the national security and defense; creates the basis for integration policies and procedures of government bodies and other state agencies whose functions relate to the national security and defense, security and defense forces; defines the system of control and coordination of operations carried out by the security and defense forces; implements comprehensive approach to national security and defense planning; democratic civilian control over the bodies that form the security and defense sector.
The law also regulates the drafting and implementation of the government programs on national security and defense, the state defense order, and financial coverage of the security and defense sector. It provides for spending of at least 5 percent of GDP on the needs of the security and defense sector while at least 3 percent must be spent on defense forces and at least 0.5 percent - on defense industry.
