Bill for 7 Billion Dollars is a Response to Ukraine’s Actions, Russian State Duma

The question of settling a $ 7 billion bill of Russia’s Gazprom to Ukraine for gas underconsumption will not be resolved in court.

UNIAN reports that it was stated by head of the State Duma Committee on Energy, Ivan Grachev.

"I do not think the courts will make Ukraine pay $ 7 billion to Gazprom. At the same time, I do not believe that the Russian side is completely wrong," said Grachev.

In his view, the public scrutiny of the gas issue would harm both countries.

"It will bring nothing good and will end in mutual claims that would not benefit either one or the other side. And in the end the distance to a good agreement will grow," he said.

Grachev believes that formally Gazprom is entitled to claim a $ 7 billion for underconsumption of gas under take or pay principle.

At the same time, he stressed that his position is at odds with the official opinion of the Russian state.

"I believe that the South Stream is not needed, it is better to negotiate with Ukraine and avoid mutual claims" said Grachev.

"I think that the bill for $ 7 billion is a response. Europe issued a bill to Gazprom, Ukraine talked of lawsuits against the Russian company ... This is a reaction including to the misconduct of Europe. When such actions are planned, then the relations between Ukraine and Russia are not separated from their context in the triangle of Russia-Ukraine-Europe," he added.
